INTRODUCING
Portfolio Strategy & Assurance Teams (PSATs) to lead Pre-Approval, develop strategy and support Project Solution Teams to get their solutions right. There will be one for each value stream.
Accountability for enterprise design and architecture strategy and direction sits with a Design, Delivery & Architecture Forum consisting of the Chief Architect, Chief Designer and Portfolio Manager.
•The design governance model is focussed on aligning these voices and ensure that our teams work closely together so our solutions consider and balance each of these aspects.
•This is critical to delivering high quality, sustainable, user centric products, on time and on budget.
the Design, Delivery and Architecture Forum
The Design, Delivery and Architecture Forum (DDAF) focuses on providing support and setting the guardrails within DSD. They work with the CDO to define the overall DSD strategic direction, including ensuring alignment to the Digital Business Strategy, the Government Data and Digital Government Strategy and whole-of-government policies set by the DTA, including the Digital Service Standard and Digital and ICT Reuse Policy.
Setting and managing design, architecture and delivery guardrails and guidelines to align with strategies and policies.
Partnering with business to prioritise new initiatives, including from Department Capital Budget (DCB) and NPPs.
Managing cross-cutting design problems and overall strategic direction, including maintaining a view across initiatives and users.
Approval or escalation point for new architecture and design patterns decisions, and stage gate authority through the DSD Delivery Lifecycle.
The Portfolio Strategy & Assurance Teams (PSATs) are technical, design and delivery experts that support each value stream. They report to the DDAF. The four PSATs support their value streams by providing assurance and guidance. PSATs work closely with senior suppliers and product owners to ensure alignment between products and services. They ensure solutions across all value streams are aligned to strategy and help PSTs to develop solutions within existing guardrails.
Portfolio Strategy & Assurance Teams
Helping PSTs get their designs right. Accelerator and reviewer of PST solutions and delivery plans during Pre-Delivery to ensure alignment with enterprise approaches.
Keeping Pre-Approval Working. Working with business and LDMs to make sure NPPs are scoped, designed and costed appropriately.
Providing impartial advice to the DDAF and ITPMO on architecture and design challenges, gaps and project status – escalating new patterns and informing stage gate decisions.
Coordinating across value streams, identifying efficiencies, reuse opportunities and alignment, and sharing portfolio learnings.
The Project Solution Teams (PSTs) are a core component of the DSD delivery lifecycle. Under the tweaked model, nothing changes. They work closely with the Delivery teams to create the artefacts required in Pre-Delivery to move into Delivery. They undertake ongoing work ahead of delivery teams to create validated journey maps and Features for teams to build against in subsequent program increments.

Developing solutions, including architecture and designs in alignment with guardrails and enterprise strategies.
Develop Pre-Delivery Documentation, liaising with the PSATs.
Create validated journey maps, blueprints and features for the delivery teams to build against.
The Senior Suppliers are Band 1 leaders accountable for DSD project delivery and are responsible for overall delivery success. They are responsible for considering all lenses in the delivery of a project including design, architecture, delivery, procurement, implementation/change management and maintenance of built solutions.
Senior Suppliers are supported by their Portfolio Managers who work closely with them, overseeing the delivery of technical solutions of one or many projects, as per the desired target state.
The PSA Teams will work alongside the Senior Suppliers and their teams, but report to the Design, Delivery and Architecture Forum.
PSA Teams will provide support and assurance from a technical architecture and design perspective, assisting the Senior Supplier to help their projects succeed. PSA Teams will also start defining a digital strategy for their value stream ad focus on supporting projects to understand and meet the guardrails.
